Despite the petition was getting a lot of support and being emailed to the a few city offices, Kooser Woods Coalition did not hear from the City officials.

Active concerns and issues to take forward
Let's understand details about PERMIT PARKING REQUIREMENTS. It is one of the foreseeable issues concerning neighborhood.

The city staff is no longer issuing Permit Parking.
The exception is congested areas within an Urban Village Development
The Kooser Apartments are the 1st phase of the Kooser Urban Village. Princeton Plaza development is what the city wants if the center is sold.
The neighborhoods affected by the Kooser Urban Village MUST GENERATE a public request for permit parking in our neighborhood. (No info on whether they will be accepted.)
The streets around the Urban Village to be permitted must be within 1/4 mile from the development.
The neighborhood must submit pictures of the Streets to be permitted taken on a prescribed date and time : A Sunday afternoon
Fifty One Percent of the homes on the streets to be permitted must sign a petition and agree to be permitted.
Questions for the City Manager :
Will our CC&R's ( Contract Covenants Restrictions) in our Homeowners Title Insurance. Kooser/Dentwood CC&R's requires a two spaces on the property (Garage) and two spaces on the street for guests for each LOT.
1371 Kooser Road Apartments (on the former CEC site) will be granted a Title with a 55-year Deed Restriction from the City of San Jose. The County will purchase the development from the builder and contract with the Santa Clara Housing Authority to administer the lease, support services and the maintenance of the development for three generations or 55 years. The property cannot be repurposed for anything else during that time regardless of ownership.
The County of Santa Clara will pay no property tax on the facility for 55 years. What does it mean?
The KooserWoods Neighborhood and the County residents will be responsible for the taxes for the Infrastructure of the development (sewer and water systems) to expand current capacity.
You, the resident of the neighborhood, of the county, will be responsible for the taxes for increased school enrollment needs for the facility expansions, learning materials, personnel salaries, upkeep and maintenance.
You will be responsible for the tax for traffic abatements, transportation improvements and expansion of the library and parks necessary to serve the increase in population.
Your child’s Grandchildren will still be paying the property taxes and upkeep for this facility until the year 2081. The cost of each unit in this development will be over $888,000 dollars. The total Cost of the Kooser Apartments will be more than $155 Million Dollars.
